Change Delivery

As a team of HR, Project and Change Management professionals, Change Delivery works across all areas of the MoJ. Supporting, advising and challenging the business, we work with senior leaders to shape the delivery of organisational change and improve capability to plan and implement people and cultural change.

Examples of our work:

3rd Generation Shared Services Programme

The 3rd Generation Shared Services Programme has been set up to reinvent the way our HR and Finance Services work, putting user need at the heart of what we do. A dedicated Programme team has been established in the MoJ to progress planning and design for these new arrangements and to assess how best to implement Government Shared Service Strategy in the MoJ.

Modernising the Prison Estate

Leading people projects that contribute to change programmes increasing capacity and modernising the Prison Estate. We also provide change support to HR interventions and initiatives that improve capability, productivity and ways of working across the Prison estate, including advising on the development of workforce strategy through Prison Reforms and the Race Action Programme.

Probation Reform Programme

We supported the transfer of 7,320 staff into the new unified Probation Service from over 70 separate organisations

Prison Officer Apprenticeship

We influenced leaders in 37 prisons to agree and accept 380 candidates recruited directly
into a new prison officer apprenticeship enabling the Prison service to meet its strategic objective to professionalise our staff and improve our frontline services.

Workplace Adjustments

We designed and set up a new inhouse service to support staff and managers to make the right
workplace adjustment decisions. Enabling and engaging our staff to experience and enjoy a better workplace.

Offender Management in Custody

We enhanced offender engagement by training over 24,000 staff in mentoring prisoners with key work allowing prison officers to support, care and guide people to live better lives on release.

HMPPS HR Business Partnering and Learning

The HMPPS HR team focuses on supporting senior leaders to improve performance delivery through effective people engagement, management, leadership and training. The team supports national, regional and local change programmes and priorities whilst delivering high quality customer service and professional HR advice within the business. The team help drive capability, development, talent and to build proficiency in workforce planning.
